Dr. Mahendra P Lama (b 1961) is the first Vice Chancellor of the newly established Central University of Sikkim in India. At the age of 46, he became the youngest Vice Chancellor of a National University in India. Till very recently he was Professor of South Asian Economies and the Chairman of the Centre for South, Central, South East Asia and South West Pacific Studies, School of International Studies, Jawaharlal Nehru University, New Delhi. He also served as the Chief Economic Adviser to the Chief Minister of Sikkim with a Cabinet Minister rank for seven years since 2002. Prof. Lama is presently a Member of the National Security Advisory Board.
He holds a Ph D degree in Economics. Central to his intellectual pursuits is development and cooperation in South and South East Asia. While teaching economic cooperation and integration in South Asia and India's Foreign Economic Policy, he does extensive research with distinct policy slants. He was nominated by the Government of India in the Independent Expert Group set up by the South Asian Association for Regional Cooperation (SAARC) in 1997. He was also a member of the National Committee of the revamping of the North Eastern Council in 2004 and the national steering committee for North East Vision document.
Besides authoring and editing 15 books, he has extensively worked on the issues of human security, migration, refugees, trade, investment and energy cooperation in South Asia and has produced very widely acclaimed reports and studies. He has closely worked with the top regional institutions and economists in South Asia including the Pakistan Institute of Development Economics (Islamabad), Centre for Policy Dialogue, Bangladesh Institute of International and Strategic Studies and Bangladesh Unnayan Parishad (Dhaka) and Institute of Integrated Development Studies (Kathmandu), Institute of Policy Studies (Colombo) and Centre for Bhutan Studies (Thimphu). He was also a member of the Prime Ministerial delegation. He just completed a comprehensive evaluation of the entire SAARC activities and programmes under the SACEPS-ADB project.
He was the prestigious Asia Leadership Fellow in Japan in 2001, Ford Foundation Fellow in the USA in 1997, Visiting Professor in Hitotsubashi University, Tokyo 2004-2005, Visiting Fellow in Calcutta University, Visiting Professor in Indian Institute of Advanced Studies and is presently India-China Fellow at the New School University in the USA 2008. He has lectured extensively both in India and abroad.
His works have been published in many refereed journals and also translated into a number of foreign languages including Japanese, French and German. Prof Lama also headed the high level team of experts which prepared the Nathu la Pass Trade Report in 2005. This Report was used as the policy document by the Government of Sikkim and Government of India to reopen the historic trade route between India and China in July 2006. He also wrote the first Human Development Report of Sikkim in 2001 and first Economic Survey of Sikkim in 2007. His latest volume Human Security in India: Discourse, Practices and Policy Implications is being published by YPL in Dhaka.
Till recently, he was a Member of the National Steering Committee to prepare XIth Plan (2007-2012) for the North East region of India appointed by the National Planning Commission 2006-2007. He is presently the member of the Task Force on Hill and Mountain development set up by the National Planning Commission, Government of India. He regularly writes for prominent national dailies in India and Nepal and is also frequently interviewed by the top TV and radio channels including BBC, NDTV, Star, Zee, Sahara, Doordarshan and CNN-IBN, All India Radio, Voice of America, Reuter and Christian Science Monitor.
